US-Pakistani Relations in Crisis – Part II

Hours after the 9/11 attacks in 2001, Pakistan pledged to assist the US in fighting terrorism in neighboring Afghanistan. But a series of events, including the May discovery of Osama bin Laden in Abbottabad and the November US strike that killed 24 Pakistani soldiers along the Afghan border, contribute to mounting mistrust in both nations. This YaleGlobal series examines the deteriorating relations and their regional impact. In the second and final article, Robert M. Hathaway, director of the Asia Program at the Woodrow Wilson International Center for Scholars in Washington, DC, argues that the US must not abandon efforts in Pakistan. Despite strategic differences between the US and Pakistan, the main threat to nuclear-armed Pakistan comes from its deteriorating economy and education system and escalating conflict between military and civilian leaders. Targeted civilian assistance, not military aid, could provide the better relief. WASHINGTON: The whispers in Washington are growing louder: Divorce is inevitable, maybe even imminent. The always difficult “strategic partnership” between the United States and Pakistan has become even more acrimonious in the wake of the November 26 US airstrike that killed more than two dozen Pakistani soldiers in Pakistani territory. Islamabad immediately responded by shutting down NATO supply conveys into Afghanistan, demanding the withdrawal of US forces from an airbase in Baluchistan thought to support drone operations, and calling for a public apology and firm guarantees against further violations of Pakistani sovereignty.

Tempers on both sides are frayed to the breaking point. Opinion polls in Pakistan reveal that support for the United States does not reach double digits. Pakistan’s supercharged media clamors for a full rupture in relations. In Washington, the chairman of the Joint Chiefs of Staff – the nation’s seniormost military officer – has called relations “a mess.” For the first time in memory, serious people are talking about “containing” Pakistan, although what that means is not at all apparent.

Yet, writing Pakistan out of the US foreign policy script is not an option. Pakistan will soon have the fifth largest population in the world. It already has the seventh largest army. It’s close to overtaking the United Kingdom as the fifth largest nuclear power. The country’s geographic location, demographic heft, military might, nuclear weapons capability and linkages to violent Islamist terrorists ensure that it will remain central to US interests even after NATO forces depart Afghanistan.

The crisis touched off by the errant NATO airstrike follows on the heels of a series of mishaps that made 2011 a rotten year for US-Pakistan relations. In January a CIA contractor shot two Pakistanis who, he claimed, were trying to rob him. In May, US Special Forces swept into Abbottabad and killed Osama bin Laden; the discovery that the world’s most wanted terrorist had been living for many years in plain sight in a Pakistani garrison town resurrected doubts whether the countries shared a common counterterrorism agenda. Other crises followed in quick succession – the suspension of US military assistance; an assault on the US embassy in Kabul, purportedly by a Pakistan-based group believed to have ongoing ties to the Pakistani intelligence service; a widely publicized story alleging US collusion in a scheme to prevent a military coup in Islamabad; and mounting fury in Pakistan at US drone strikes, anger amplified by Pakistan’s inability to stop the attacks. 

Collapsing ties with its most powerful backer, however, is not Pakistan’s biggest problem. The country, already a fragile state, faces a host of internal stresses: an economy approaching free fall, escalating conflict between military and civilian authorities, an education system that fails to educate, a deeply flawed judicial system, a political class that’s uncaring and unresponsive, a huge youth bulge about to engulf Pakistan’s cities. This looming tsunami of economic, political and social challenges is poised to test the assumption that the country always muddles through. Pakistan, not yet a failed state, is rapidly failing.

Meanwhile, wearied of one foreign problem after another, faced with economic distress, a stubborn jobless rate that refuses to come down and a profusion of needs at home, many Americans understandably ask why they should care, let alone shoulder the burdens of a country whose policies seem at such odds with US purposes.

US differences with Pakistan are serious. The fundamental strategic imperatives of the two countries are at odds, most notably in Afghanistan. Militant groups who target American troops in Afghanistan all too easily find secure refuge in Pakistan’s tribal areas. Admiral Mike Mullen, until recently the chairman of the Joint Chiefs of Staff, publicly stated that some of these groups function as an “arm” of Pakistan’s all-powerful security and intelligence services. And of course, Pakistan has its own litany of grievances against the United States. 

Recognizing the value of a productive partnership with Pakistan, Congress approved the Kerry-Lugar-Berman (KLB) Act in 2009, committing the United States to providing Pakistan with $1.5 billion in economic assistance in each of the next five years. Congress, in passing KLB, made a calculated bet that by investing in Pakistan’s political and economic development, the United States could play a meaningful role in the creation of a prosperous, tolerant and inclusive Pakistan that would be a force for peace and stability throughout South Asia. 

Now, more than two years later, the KLB program is in trouble. Many Pakistanis claim they see no evidence of American economic assistance. Others complain that the US embassy in Islamabad has poorly managed the aid program. Some question whether KLB reflects Pakistani priorities or a US agenda harmful to Pakistani interests.

Similarly, in this country and specifically on Capitol Hill, many are reevaluating their earlier support for KLB. Why, they ask, should the United States assist a country where virulent anti-Americanism is pervasive? Faced with the need for significant deficit reductions, Congress is frantically looking for ways to slash spending. The US economic assistance program to Pakistan is an easy target. Easy, but utterly wrongheaded.

A report recently released by the Woodrow Wilson Center concludes that a robust program of US civilian assistance to Pakistan serves vital American interests. It warns that substantial mid-course corrections are required if KLB is to fulfill the hopes of its proponents. It urges Congress not to confuse security aid to the Pakistani military with economic assistance designed to shore up civilian government; address food, health and energy shortfalls in Pakistan; and lay the groundwork for a successful Pakistan and a long-term US-Pakistani partnership.

To be sure, US assistance is not a Pakistani entitlement. American aid should augment, not replace, Pakistani funding. To this end, Washington should require Pakistani co-investment in most KLB aid projects, ensuring that US and Pakistani priorities are aligned. Each aid project should include a roadmap and timetable for Islamabad assuming full responsibility, including funding. KLB implementers should also accelerate efforts to help build the small-business sector in Pakistan, which would provide most of the country’s new jobs. 

But Washington must also reform the way it delivers aid by recruiting more seasoned technical experts, extending the Pakistan tours of US aid officials, and bringing local civil society organizations and prospective beneficiaries more fully into the design, implementation and evaluation of aid projects.      

As tempting as it might be, the United States cannot simply walk away from Pakistan. The US Congress and the Obama administration should live up to their pledges to provide Pakistan with $1.5 billion a year in economic assistance through 2014. Frustrated members of Congress should not penalize Pakistan’s struggling civilian sector because of their anger at Pakistan’s military. They should resist the urge to lump new conditions pertaining either to security or economic reform on the US civilian-aid program. And they should repair and reenergize the manner in which the United States delivers civilian aid to Pakistan. Doing so will not be inexpensive, but failing to act could be infinitely more costly.

How wonderful that the US is now going to invade Pakistan, the little India that does not want to be Indian. As the world's greatest democracy and its only super duper power, India should join the US in this invasion, for this is the only chance that the invasion can ever succeed.
On the one hand, the US has plenty of experience of invading other countries, with the skills honed in the invasion of Panama, Greennada, Kosovo, Iraq, and Afghanistan, that India lacks. On the other, India has resources and ways and means to manage large dalit populations. We can send 100 million of our dalit armies, that completely negates all the population in Pakistan. We can make all the Pakistani girls to be married to our dalit soldiers, that will instantly solve our problem of too few girls, and at the same time all the next generation of them will be our content India dalits instead of Muslims who constantly stir up trouble. As for the rest of the Pakistani men, they will either all be vaporized in their unholy and futile so called resistance, or that they can all migrate to Saudi Arabia to co-habit with their fellow Muslims.
This will completely change the geostrategic situation in south Asia, it will make India the strongest nation in the world, and enhancing our world's greatest and largest and duperest super power status. And in fact, that should turn it around immediately to make the USA our vassal state because of our immediate control of Iranian oil and gas and our chokehold on the straits of Hormus.
Submit to your fate under our Hindu Colossus, beg our 5 rupee meal middle classes, bow to our super powers.
